Circular Economy International Cooperation and Innovative Industry Development

Be Aimed at “Circular Economy in Taiwan”, this project collected the circular economy information about 15 national organizations and countries, organized two international conferences and one overseas visiting event, many consultations of bilateral countries, and two participation of global circular economy forums. ■ Circular Economy Information The project collected and organized 15 national organizations and countries about the global circular economy information, and posted the information on the website as below: https://smmdb.epa.gov.tw/smm/index_globalEventsList.aspx ■ International Conferences There are two international conferences held in Taiwan, including “The European Innovation Week-2018 EU-Taiwan Circular Economy International Conference” and “The 5th Sustainable Materials Management International Conference 2018”. In the former one, it has been organized to 3 days from 4th to 6th June, 2018. The circular economy international conference was held at the Taipei International Convention Center, Taipei on 4th June, and the cluster seminar and industrial matching making was held in Nankang Exhibition Center, Taipei on 5th June and site visits was organized in Solar Applied Materials Technology Corp. and Tainan Refuse Incineration Plant in Tainan on 6th June, 2018. The 5th Sustainable Materials Management International Conference 2018, an International Environment Partnership project, was held at GIS MOTC Convention Center, Taipei and site visits was organized in Taichung World Flora Exposition in Taichung on 20th November. Those two conferences aimed in studying policies of circular economy in plastics, WEEE and circular construction, has invited experts from European Union, New Zealand, Germany, Holland, Denmark, Japan, Belgium, Swedish and Taiwan to participate. All the experts have contributed to the conferences, made the conferences successful and given us much valuable expertise of circular economy policies and actions. ■ Global Circular Economy Forums From 19th to 25th October, 2018, EPA, Taiwan, R.O.C has been invited to Japan for WCEF 2018 and WPRPW, OECD Meeting held in Yokohama, Japan. For WCEF 2018, there were over 1,000 experts to attend. For both two forum and meeting, topics are presented the most updated circular economy solutions and focused on plastics, EPR, 4th industrial revolution technology, circular food system, sustainable consumption, macroeconomic consequences, circular economy transition and international cooperation. Taiwan delegates had presented “Circular Economy Development in Taiwan” in OECD meeting and it had been discussion positively. ■ Overseas Visiting Event From 5th to 11th August, the secretary general, Tsai Hung Te, has led a 26 delegation to site visit the circular economy facilities about the front-end sorting and recycling management, middle stream process and final treatment in Japan. Learned a lot of circular economy policies, professionals and bushiness models, the EPA team has explored the circular economy advantages of Japan, and this is quite helpful for EPA to initiate the international cooperation projects between Taiwan and Japan. ■ Consultations of Bilateral Countries Carry out International bilateral meetings for exchanges and consultations about circular economy international cooperation. Taiwan and EU, Czech Republic, Austria, US, Japan, Korea, Vietnam, Philippines, Indonesia, Finland, New Zealand, etc. have conducted the bilateral meetings for more and deep exchanges and consultations. The goal of this project is to provide an opportunity for officers, experts and researchers from other countries, through the conference and exchange, to interchange the ideas for deepening cooperation, building relationship and creating international visibility of Taiwan's circular economy achievements as well. Through all these events, Taiwan EPA makes a strong connection with the other national organizations and countries. EU had signed the MOU of EU-Taiwan cluster cooperation by Ministry of Economic Affairs and would like to organize the conference about circular construction and solar panel model recycling mechanism with EPA in 2019. Finland, the Netherlands and Czech Republic would like to have deeper exchanges on environment issues and make industrial value chains. All of these progresses take Taiwan’s circular economy a big step in the future.
